With reference to my telegram of the 13th

Jenuery end Your Grace's Confidentiel despatch of the 19th December, I have the honour to inform you that the man TIEN YIU KIM was convicted at the Magistracy on the 17th of October on the following charge:-

"Unlawfully did have in his possession more than "twelve officiel doses of morphine and cocaine, to wit, *2400 ounces of morphine and 2500 ounces of cocaine, on "board the S.S. "Mishima Maru" in Victoria Harbour on

"the 16th October 1922, contrary to the Regulations made "under Section 6 (h) of the Pharmacy Ordinance (No.9 of "1916) Government Notification No.307 of 1917."

The penalty was six months imprisonment with hard labour and a fine of $25,000 or in default of payment twelve months imprisorment with hard labour, the sentences to run consecutively. No part of the fine has been paid.

The Secretary who accompanied the convicted man and turned informer, told Mr. Taylor, whose report was enclosed in Mr. Severn's Confidential despatch of the 21st October, that he had given all the information he possessed, but that he was not fully aware of any of the details of

the transaction. He had only knowledge of the transaction

in question and of the shipment by the S. S. "Fushimi Maru"
